The Legate is the leader of the Legion. His authority is beyond dispute. The Legate bears the heavy burden of responsibility not only for his subordinates but for the entire Port and its citizens as well. Ave, Legate!
The Legate is a wealthy and influential Imperial aristocrat who has succeeded not only in warfare but also in diplomacy and economics. The Legate's primary task is to defend the fortified Port, known to some locals as Hafen. He commands a formidable army of new recruits, veterans, and several experienced mages. With competent leadership, the Legion's army can subdue the Rebels living in the northern fortress. Yet the Legate should not always lead the army into battle. The power of coin and speech is often more effective than the power of the sword.
The Legion is not a force for good. The Legion is a force of strategy and stability. It can be cruel when necessary to achieve its goal, but the Legate must maintain a balance between diplomacy and war. Islanders who voluntarily submit to the Legion's will must be confident that the Legate will protect them from both enemy armies and lawbreakers.
With a large army at his disposal, the Legate is free to choose which path the Legion will take. The wrong path may lead loyal fighters to their deaths, so every step must be considered carefully.
Throughout Legion territory, Laws are in force and maintain order in the Port. If he wishes, the Legate can change the laws with his stamp. A patrol of several legionaries can be deployed to enforce the rules. Disputes nevertheless arise from time to time. As the highest representative of the law, the Legate may act as judge and resolve the dispute.
The larger the army, the harder it is to command. Equipping your people with good gear requires control of strategic points scattered across the island. To achieve this goal and improve organization, fighters should be divided into squads of four, each led by an experienced soldier.

Common ground can always be found. The Legate can give the Mercenaries an assignment or form an alliance with the Village in exchange for food. If an agreement cannot be reached, several legionaries armed with steel spears will assist with the negotiations.
The Legate is more than a military commander. He is a ruler. He bears immense responsibility for the fate of his loyal subjects. The Legate can seal himself inside the Port, making the trading settlement impregnable. Alternatively, he can extend his influence across the entire island by reclaiming the northern lands or finding common ground with the enemy. One way or another, the Legion must live on.
