If a player with Hero and a player without Hero both have a high priority for a role that can only have one player, the game will assign that role to the Hero subscriber with a 100% chance. If two Hero subscribers are competing for the same role, each has a 50% chance, while a third player without Hero has a 0% chance.
Keep in mind that the game has its own priorities when filling important roles. If you are a Hero subscriber and set "high" priority for the "Traveler" role and low priority for the "Legate" role, and no other Hero subscriber has set a higher priority for "Legate" than you, you will become a Legate rather than a Traveler, regardless of how many players without Hero are waiting for the Legate role. This happens because the game assigns roles to Hero subscribers before assigning them to players without a subscription. The game therefore determines that there are no applicants for the Legate role with a higher priority than yours, even though players without Hero may be waiting for that role, and assigns the role to you.
